Dedicated to managing and protecting the Heacham South Beach area for the benefit of all homeowners and residents.
About us
Heacham South Beach Owners Association exists in order to manage and protect the area and services on Heacham South Beach in the interests of the homeowners.
The Association is run by a voluntary committee of members, who meet on an as needed basis throughout the year, with an Annual General Meeting on the last weekend of May.
The Association provides specific points of contacts and a forum for communication between property owners regarding any issues to do with the Heacham South Beach area. The main issues dealt with by the Association include.
Why should I join?
As a member of HSBOA you will be supporting and benefit from:
Maintenance of the gravel roadway.
Protecting our legal position regarding access and rights of way.
Representing homeowners’ rights on national projects, for example the England coastal path route.
Liasing with the environment agency and water management Alliance on the management of the Heacham River, and water quality on the beach.
Representing the community on Flooding and coastal erosion planning meetings (WECMS) which determine if sea defences are maintained.
Informing Homeowners of significant planning applications along South beach.
Organising events like the summer Cricket Match and barbecue - where the BBQ is provided at no extra cost to members and their guests
Organising the annual beach clean and sandcastle competition.
Acting as a focal point when dealing with local authorities on issues such as refuse collection.
Collecting contributions to the Community Investment Company (CIC) to protect all our homes from flooding by contributing over 50% of the cost of the annual upkeep of our sea defences.
What does it cost to be a member?
HSBOA Subscriptions are £60 per property if not commercially rented out, and £240 per property, where the property is advertised commercially as” for rent”. - reflecting the much heavier use of the roadway by these properties.

We offer a discount for those who set up a direct debit, the rates are £50 and £200 respectively.
Paying by direct debit benefits HSBOA in several ways:
It streamlines our administration and improves the rate of repeat subscriptions
It takes away the need to remember to make the subs & CIC payment.
It will also mean you get a formal invoice, which may be particularly useful for renting properties for expense records re HMRC.
Our Direct debit provider will inform you prior to the 1St of April that the fee will be taken from your account.

Payment to the CIC: Who are they, and why should I pay them?
In addition, we request all properties to make a £100 contribution towards the East Wash Community Interest Company (CIC)
The problem
Up until 2010 the cost of keeping up the sea defences by annual beach recycling, on our section of the beach was fully government funded by Flood and Coastal Erosion Risk Management Grant. After this time, the government decided that annual repairs to the sea defences would only be done if locally sourced partnership funding was found to help pay the cost.
The solution
To ensure that the defences continue to reduce flood risk, local business representatives have set up a Community Interest Company (CIC) with the aim of providing the partnership funding shortfall, equating to approximately 75% of the cost of the works. The remaining funding is secured from Government funding from the Environment Agency. The short-term aim for the CIC is to make sure that the shingle ridge is replenished and that defences continue to reduce flood risk to properties and businesses along the coast. The longer term aspirations for the community are for the defences to be improved, affording the local community a better standard of flood protection.
Why we all need to contribute
The CIC has requested that all South beach properties make a £100 per year payment as a contribution to the fund to keep our properties from being washed away. The Heacham South Beach Association believe that an annual £100 donation is a small price to pay to protect the value of the properties on South beach and so offer to collect and pass on your donation to the CIC as a free service. By way of example, the Beach Recycling in March 2026 to build up and strengthen the beach, organised by the Environment Agency, cost £127,000 and wouldn’t have happened if the CIC fund had not contributed £69,000, over half the cost. In a world of rising sea levels and less money from government to hold the line, if we don’t make the most modest of contributions, we should not expect others to bale us and our homes out when the tide comes in.
